However a catastrophe has occurred and we must just sit it out and make the most of the sad times, which will now affect our country.<\/p>\n\n\n\n

The country has just taken part in a giant democratic exercise, perhaps the biggest in our history. Over 33 million people from England, Scotland, Wales, Northern Ireland and Gibraltar, have all had their say. We should be proud of the fact that in these islands, we trust the people with these big decisions. We not only have a parliamentary democracy but on questions about the arrangements for how we are governed, there are times when it is right to ask the people themselves, and that is what we have done. The British people have voted to leave the European Union and their\u00a0will must be respected<\/strong>.
I want to thank everyone who took part in the campaign on my side of the argument, including all those who put aside party differences to speak in what they believed was the national interest. And let me congratulate all those who took part in the Leave campaign for the spirited and passionate case that they made. The will of the British people is an instruction that must be delivered. It was not a decision that was taken lightly, not least because so many things were said by so many different organisations about the significance of this decision so there can be no doubt about the result. Across the world, people have been watching the choice that Britain has made.
I would reassure those markets and investors that Britain\u2019s economy is fundamentally strong and I would also reassure Brits living in European countries and European citizens living here that they will be no immediate changes in your circumstances.\u00a0<\/strong>There will be no initial change in the way our people can travel, in the way our goods can move or the way our services can be sold. We must now prepare for a negotiation with the European Union. This will need to involve a full engagement of the Scottish, Welsh and Northern Ireland governments to ensure that the interests of all parts of our UK are protected and advanced. But above all, this will require strong, determined and committed leadership.
I am very proud and honoured to have been Prime Minister of this country for six years. I believe we have made great steps, with more people in work than ever before in our history, with reforms to welfare and education, increasing people\u2019s life chances, building a bigger and stronger society, keeping our promises to the poorest people in the world and enabling those who love each other to get married whatever their sexuality. But above all restoring Britain\u2019s economic strength.<\/strong>
And I\u2019m grateful to everyone who has helped to make that happen. I\u2019ve also always believed that we have to confront big decisions, not duck them. That is why we delivered the first Coalition Government in 70 years, to bring our economy back from the brink. It\u2019s why we delivered a fair, legal and decisive referendum in Scotland and it\u2019s why I made the pledge to renegotiate Britain\u2019s position in the European Union and hold a referendum on our membership and have carried those things out.I fought this campaign in the only way I know how, which is to say directly and passionately what I think and feel, head, heart and soul. I held nothing back. I was absolutely clear about my belief that Britain is stronger, safer and better off inside the European Union. And I made clear the referendum was about this and this alone. Not the future of any single politician, including myself. But the British people have made a very clear decision to take a different path. And as such I think the country requires a fresh leadership, to take it in this direction.
I will do everything I can as Prime Minister to steady the ship over the coming weeks and months, but I do not think it would be right for me to try to be the captain that steers our country to its next destination.<\/strong>
This is not a decision I have taken lightly. But I do believe it\u2019s in the national interest to have a period of stability and then the new leadership required. There is no need for a precise timetable today, but in my view we should aim to have a new Prime Minister in place by the start of the Conservative Party conference in October. Delivering stability will be important and I will continue in post is Prime Minister, with my Cabinet, for the next three months.The Cabinet will meet on Monday, the governor of the Bank of England is making a statement about the steps that the Bank and Treasury are taking to reassure financial markets. We will also continue taking forward the important legislation that we set before Parliament in the Queen\u2019s speech. I have spoken to Her Majesty the Queen this morning and advised of the steps I am taking. Negotiation with the European Union will need to begin under a new Prime Minister and I think it is right that this new Prime Minister takes the decision about when to trigger Article 50 and start the formal and legal process of leaving the EU. I will attend the European Council next week to explain the decision the British people had\u00a0taken<\/strong>\u00a0and my own decision. The British people have made a choice. That not only needs to be respected, but those on the losing side of the argument, myself included, should help to make it work.Britain is a special country. We have so many great advantages. A parliamentary democracy where we resolve issues about our future through peaceful debate. A great trading nation with our science and arts, our engineering and creativity, respected the world over. And while we are not perfect I do believe we can be a model of a multiracial, multi-faith democracy where people can come and make a contribution and rise to the very highest that their talent allows. Although leaving Europe was not the path I recommended, I\u2019m the first to praise our incredible strengths. I said before that Britain can survive outside the European Union and indeed that we could find a way. Now the decision has been made to leave, we need to find the best way. And I will do everything I can to help. I love this country, and I feel honoured to have served it. And I will do everything I can in future to help this great country succeed.Thank you very much,

EN CAS DE BREXIT<\/em>L\u2019association EuroD\u00e9fense-France (ED-Fr) prend acte du vote des \u00e9lecteurs britanniques en faveur de la sortie de l\u2019UE. Ce r\u00e9sultat marque la perte de confiance d\u2019une majorit\u00e9 de citoyens britanniques dans le projet europ\u00e9en et leur r\u00e9ticence \u00e0 consid\u00e9rer l\u2019UE comme un projet politique, pr\u00e9f\u00e9rant en rester \u00e0 celui d\u2019un grand march\u00e9.ED-Fr regrette le d\u00e9part d\u2019un grand pays membre, qui constitue un choc politique et psychologique pour l\u2019Europe\u00a0 qu\u2019il ne faut pas minorer. Cependant, il faut en \u00e9valuer les cons\u00e9quences avec r\u00e9alisme. La sortie de l\u2019UE du Royaume Uni entame la cr\u00e9dibilit\u00e9 du projet europ\u00e9en en en r\u00e9duisant la surface g\u00e9ographique et les donn\u00e9es statistiques, mais elle peut aussi lib\u00e9rer la construction d\u2019une Europe plus int\u00e9gr\u00e9e, plus politique, et donc plus puissante, en particulier autour de la zone Euro. Et cette Europe l\u00e0 sera un partenaire incontournable du Royaume Uni. Sans oublier que les n\u00e9gociations in\u00e9vitables et complexes qui vont s\u2019engager ont pour origine une initiative britannique, ED-Fr consid\u00e8re qu\u2019il convient d\u2019aborder la nouvelle coop\u00e9ration entre l\u2019Union Europ\u00e9enne et le Royaume Uni dans un esprit gagnant-gagnant, en respectant les int\u00e9r\u00eats de chacun et en m\u00e9nageant l\u2019avenir, autant qu\u2019il est possible.S\u2019agissant des cons\u00e9quences de ce retrait sur la d\u00e9fense europ\u00e9enne, celles-ci doivent \u00eatre appr\u00e9ci\u00e9es avec mesure\u00a0; le Royaume Uni reste un pays europ\u00e9en qui ne saurait se d\u00e9sint\u00e9resser de la d\u00e9fense et de la s\u00e9curit\u00e9 de l\u2019Europe. Ses capacit\u00e9s militaires continueront d\u2019\u00eatre comptabilis\u00e9es avec celles de l\u2019Otan qui demeure pour ses membres l\u2019organisation en charge de la d\u00e9fense collective. Ses accords bilat\u00e9raux avec des pays europ\u00e9ens, au premier rang desquels la France, ne devraient pas en \u00eatre affect\u00e9s. Quant \u00e0 la contribution du Royaume Uni \u00e0 l\u2019Europe de la d\u00e9fense (ce qui est fait au sein de l\u2019UE), force est de constater que, bien qu\u2019importante dans les \u00e9tats-majors et au plan diplomatique, elle a toujours \u00e9t\u00e9 minimale sur le terrain et qu\u2019en outre le Royaume Uni a toujours \u00e9t\u00e9 r\u00e9ticent \u00e0 la constitution d\u2019une capacit\u00e9 militaire europ\u00e9enne autonome.ED-Fr propose de sortir de cette crise \u00ab\u00a0par le haut\u00a0\u00bb et demande qu\u2019une initiative forte soit prise par l\u2019UE et ses Etats-membres dans le sens de l\u2019approfondissement politique de l\u2019Union. Il appara\u00eet depuis d\u00e9j\u00e0 plusieurs ann\u00e9es que l\u2019un des domaines d\u2019approfondissement les plus n\u00e9cessaires est celui de la d\u00e9fense, alors que l\u2019Europe est de plus en plus menac\u00e9e par les crises dans son voisinage.ED-Fr estime en particulier qu\u2019il est temps de donner corps au projet de coop\u00e9ration structur\u00e9e permanente inscrit dans le trait\u00e9 de Lisbonne. Sa finalit\u00e9 doit \u00eatre de faire de l\u2019Europe un multiplicateur de puissance pour les Etats qui acceptent de mieux mutualiser et int\u00e9grer leurs forces. Ce r\u00e9sultat vient d\u00e9montrer \u00e0 tous les eurosceptiques que c\u2019est le sentiment d\u2019appartenance \u00e0 l\u2019Europe et de communaut\u00e9 de destin avec les Europ\u00e9ens qui l\u2019a emport\u00e9 sur le repli nationaliste.ED-Fr souhaite cependant que ce r\u00e9sultat ne soit ni l\u2019occasion, ni le pr\u00e9texte d\u2019un statu quo ou d\u2019une r\u00e9duction des ambitions du projet europ\u00e9en. Si des dysfonctionnements m\u00e9ritent d\u2019\u00eatre corrig\u00e9s dans le fonctionnement de notre Union, l\u2019objectif doit \u00eatre de la renforcer et non de l\u2019affaiblir. Le vote du 23 juin 2016 montre que le Royaume-Uni se range finalement au c\u00f4t\u00e9 des autres pays membres et renouvelle, de la fa\u00e7on la plus d\u00e9mocratique qui soit, son adh\u00e9sion aux trait\u00e9s dans leur int\u00e9gralit\u00e9. Le message qui en ressort est clair\u00a0: le projet d\u2019une Europe plus politique doit \u00eatre poursuivi tout en respectant les sensibilit\u00e9s nationales.Le r\u00e9f\u00e9rendum britannique donne le signal que le temps d\u2019une Union Europ\u00e9enne inclusive mais \u00ab\u00a0\u00e0 g\u00e9om\u00e9trie variable\u00a0\u00bb est venu. Celle-ci existe d\u00e9j\u00e0 dans le domaine mon\u00e9taire et financier avec les pays int\u00e9gr\u00e9s dans la zone euro et les autres. Ce mod\u00e8le peut et doit \u00eatre \u00e9tendu \u00e0 d\u2019autres domaines et en particulier \u00e0 celui de la d\u00e9fense.
